What if the user must buy a "solvent" potion that must be applied to the card in order to uncombine that card? The reason I suggest this is to provide acknowledgment that this was never the original design.

Thus, in order to enable this capability, you must use this new type of potion. That way, it's not an intrinsic feature of a card, but instead, one that must be invoked by a potion.

I believe this, along with your idea that there's a built-in loss, would adequately address the objection that cards will always become more scarce. It would also explain where the loss of DEC happens, if potions must be purchased for DEC.
